    About the role

    We’re looking for an enthusiastic Environmental Health Officer or housing professional to join our team dedicated to tackling poor housing conditions and improving homes across South Oxfordshire and Vale of White Horse.

    This is an exciting chance to play a key role in delivering parts of the Renters’ Rights Act 2025 while working across a wide range of housing legislation. You’ll help ensure landlords meet their legal responsibilities and support tenants to live in safe, secure and healthy homes.

It’s also ideal for professionals from other housing or enforcement backgrounds who want to move into private sector housing and statutory regulation.

    Essential criteria for the role

    Do you have a degree in appropriate discipline or an equivalent qualification or relevant experience?

    Do you have experience and knowledge of private sector housing work including HHSRS, HMOs, tenant harassment and illegal evictions, and taking formal enforcement action including serving notices, financial penalties and prosecutions?

    Key responsibilities for the role

    Investigate complaints about housing conditions using the Housing Health and Safety Rating System (HHSRS) under the Housing Act 2004.

    Undertake mandatory licensing of houses in multiple occupation (HMOs) including investigation of unlicensed HMOs.

    Investigate reports of harassment, illegal eviction, and new tenancy-related offences introduced by the Renters’ Rights Act 2025.

    Implement and enforce other housing legislation and regulations including the Minimum Level of Energy Efficiency Standards for Private Rented Properties and the Electrical Safety Standards Regulations.

    Carry out a range of enforcement activity in relation to the above offences and breaches, including legal notices, financial penalties and prosecutions.
