    About the role

    Are you passionate about learning and development? We are looking for a Learning and Development Advisor with creative flair to join the People and Culture Team.

    This is a 12-month fixed term contract and you will be responsible for further developing the excellent initiatives already underway, specifically leading on learning needs assessments and analysis, further developing of the LMS platform, and responsible for the ongoing delivery of our inhouse leadership programme, as well as contributing to and supporting the design and delivery of a programme of learning initiatives to support colleagues with their development.

    The ideal candidate will have proven experience of working with key stakeholders and subject matter experts to develop learning programmes, which are accessible, engaging, up to date and legally compliant.

    Essential criteria for the role

    1. Excellent interpersonal and customer service skills with the ability to negotiate and persuade others whilst building positive working relationships across the councils
    2. Excellent attention to detail and organisational skills alongside strong analytical and problem-solving skills
    3. Sound written and report writing skills using MS Office (Word, Excel and PowerPoint)
    4. Sound knowledge of learning and development practices with previous experience of designing and delivering learning and development programmes

    Key responsibilities for the role

    • Work with the wider People and Culture Team and service areas in completing learning needs assessments across the councils.
    • Lead on the design development and implementation of learning activities, working with Managers and Employees to support individual learning and team development objectives
    • Confidently deliver and evaluate the inhouse leadership programme
    • Manage the Learning Management System (LMS) and associated contract.
    • Work with HRBPs and line managers to set up appropriate learning journeys
    • Explore how to further utilise the LMS, modifying existing pages and content and identifying new ideas to enhance the look and feel of the LMS
    • Develop an online suite of learning materials to support the learning journey of all staff at all levels of the organisation
    • Deliver content in partnership with subject matter experts which is in line with the councils’ procedures, best practice and legally compliant to provide an informative and engaging learning experience for all staff.
    • Develop user guides and how to videos to support staff with their learning journeys
    • Review business case submissions for professional development training and liaising with the Workforce and OD Lead to ensure budget availability before generating purchase orders.
    • Work with the internal communications team to promote new learning initiatives
    • Be the “go to” person for the People and Culture Team and staff for any queries in relation to Learning and Development
    • Create and provide reports on course completions.
    • Work in partnership with the Equalities and Wellbeing Advisors to ensure the L&D offer is accessible and meets the equalities accessibility criteria
    • Continuously evaluate the success of learning initiatives
    • Analyse reports and metrics, identify, create, and embed innovative ways to continuously promote the importance of learning and development.
    • Proactively manage and collaborate on various initiatives/projects (anticipate needs, discern priorities, and meet deadlines)
