  • About the role
     
    The Property Operations team provide Property and Facilities services across both Councils for the general public and for internal customer departments, using a Corporate Landlord model.
    The types of buildings and the customers being served include: 
    • Arts centres – Cornerstone in Didcot and Beacon in Wantage.
    • Council offices, providing staff accommodation and public reception service.
    • Community centres
    • Leisure – includes leisure facilities and outdoor swimming pools.
    • Housing – hostels, houses, mobile home parks
    • Public toilets
    • Other land and facilities, including closed church yards
     
    The DCL Projects Officer will work closely with colleagues in the Property Operations wider team and other departments such as the Technical Services team – responsible for car parks, flood alleviation, sewage pumps and engineering services, and Development and Property Strategy teams – specifically providing any Facilities or maintenance needs for sub-let premises.

    The Team use a mix of internal and contract labour for repairs and cleaning, and specialist contractors for compliance, pre-planned and reactive maintenance. 
    The Maintenance Programming and delivery Officer is a key role for the team, to coordinate the delivery of larger maintenance and project works, and programme forward maintenance planning. 
     
    Essential criteria for the role
    • Experience of budget management and monitoring
    •  Effective IT, written and verbal communication skills, and a good level of numeracy
    • Experience in planning and programming works required to maintain buildings in good order
    • Experience of managing construction and maintenance projects to a wide range of commercial/corporate buildings and infrastructure such as car park resurfacing, public toilet refurbishment, footpath repairs, retaining wall repairs.
    • Familiarity with procurement process
    Key responsibilities for the role
    • The role is required to develop and manage a forward maintenance register to capture, plan and budget for future maintenance and project works.
    • To develop and monitor annual repair and maintenance work programmes for the facilities, in liaison with customer departments, and ensure that the necessary works are undertaken within time and budget
    • To manage the delivery of maintenance and project works, by obtaining quotations, organising approvals and purchase orders and ensuring contractors undertake and complete works satisfactorily.
    • Procure the works following Councils’ procedures for quotations, tender and formal contract requirements.
    • Produce scopes of work, as required for works
